About us

The Sierra Leone Resource & Mining Regulatory Initiative (SLRRI) is a private, independent initiative focused on supporting regulatory clarity, informed engagement, and responsible reform dialogue within Sierra Leone’s mining sector.

SLRRI does not exercise regulatory authority and does not represent the Government of Sierra Leone. Instead, the initiative contributes analysis, frameworks, and policy-oriented insight that complements national reform efforts and supports investor and stakeholder understanding

Below are the core areas SLRRI engages with as part of its work.

Modernised Legal & Regulatory Frameworks

SLRRI supports discussion and analysis around modern legal frameworks governing the mining sector, including reforms introduced through instruments such as the Mines and Minerals Development Act and related regulations.

The initiative’s focus is on:

  • Clarity in licensing and compliance pathways

  • Predictability for investors and operators

  • Alignment with international regulatory norms

SLRRI does not draft or enact legislation, but contributes policy insight and reform-oriented proposals, including through a Private Member’s Bill framework developed independently.

Institutional Effectiveness & the Role of the National Minerals Agency

A functioning regulatory environment depends on strong institutions. SLRRI supports dialogue around the effectiveness and operational clarity of bodies such as the National Minerals Agency.

Key themes include:

  • Efficient administration of mineral rights

  • Transparent management of the mining cadastre

  • Accurate data collection and accessibility

SLRRI’s role is analytical and advisory, helping stakeholders understand how institutional performance impacts compliance and investor confidence.

Revenue, Governance & Public Benefit

SLRRI promotes governance frameworks that emphasise:

  • Accountability and transparency

  • Predictable fiscal structures

  • Long-term public benefit from mineral resources

The initiative supports informed discussion on how regulatory clarity and compliance contribute to sustainable revenue generation and improved governance outcomes.

National Capacity Building

Long-term sector resilience requires local expertise.

SLRRI supports policy dialogue around:

  • Training and development of Sierra Leonean geologists and mining professionals

  • Strengthening domestic technical and regulatory capacity

  • Reducing over-reliance on external expertise over time

This focus aligns regulatory reform with national capability development.

Transparency & International Alignment

Transparency is central to investor confidence and public trust.

SLRRI supports:

  • Open access to geological and regulatory information

  • Alignment with international frameworks such as the African Mining Vision

  • Consistency with global governance and responsible sourcing expectations

The initiative contributes analysis on how transparency standards can be embedded into regulatory frameworks.

Environmental & Social Responsibility

Responsible mining requires robust environmental and social safeguards.

SLRRI supports policy discussion around:

  • Environmental impact assessment (EIA) frameworks

  • Pollution control and environmental compliance

  • Community engagement and social responsibility standards

These elements are critical to long-term sector legitimacy and sustainability.

Addressing Illegal & Informal Mining

Illegal and informal mining remains a regional challenge.

SLRRI contributes to discussion on:

  • Regulatory clarity as a deterrent to illicit activity

  • Improved monitoring and data systems

  • Regional cooperation and information-sharing

The initiative’s focus is on structural and policy-level solutions, not enforcement.

A Complementary, Non-Government Role

SLRRI operates as a private, non-governmental initiative.

It:

  • Does not regulate

  • Does not license

  • Does not enforce

Instead, it provides:

  • Policy frameworks

  • Regulatory analysis

  • Informed guidance for investors and stakeholders

All operational advisory, due diligence, and compliance services are delivered independently by Clinton Consultancy SL Ltd, ensuring clear separation between initiative-level work and commercial services.

In Summary

The Sierra Leone Resource & Mining Regulatory Initiative exists to:

  • Support clarity in a complex regulatory environment

  • Encourage informed engagement with the mining sector

  • Complement, not duplicate, government-led reform efforts

By focusing on structure, transparency, and policy insight, SLRRI contributes to a mining sector that is credible, investable, and sustainable—without exercising public authority.
