About SLRRI
The Sierra Leone Resource & Mining Regulatory Initiative (SLRRI) is a pledge to support regulatory clarity and informed engagement in Sierra Leone’s gold and diamond sector.
SLRRI is not a government body and does not represent the Government of Sierra Leone.
The initiative does not exercise regulatory authority, issue licences, or perform any governmental function.
Not Government — Complementary by Design
SLRRI operates independently and complements, but does not replace or represent, the work of Sierra Leone’s public institutions, including the National Minerals Agency and the Ministry of Mines and Mineral Resources.
The initiative exists to:
Support understanding of regulatory frameworks
Contribute to policy discussion and reform proposals
Promote transparency, compliance, and responsible engagement
SLRRI does not speak on behalf of any public authority and does not hold any statutory or enforcement powers.
Founded by a Human, Not an Institution
SLRRI was founded by Amanda Clinton, Esq., a Sierra Leonean and Ghanaian–trained lawyer with experience in mining-related legal structuring, regulatory analysis, and investment advisory.
The initiative was established in response to repeated, real-world challenges observed in practice, including:
Regulatory ambiguity affecting foreign investors
Misalignment between written law and on-the-ground enforcement
Transactions failing due to lack of early legal and compliance structure
By anchoring the initiative to professional legal experience, SLRRI maintains a law-first, structure-first perspective.
Relationship to Clinton Consultancy SL Ltd
SLRRI functions as a policy and regulatory reform initiative only.
All operational services — including due diligence, compliance assessments, transaction structuring, and advisory work — are carried out independently by Clinton Consultancy SL Ltd, a specialist legal and mining consultancy operating in Sierra Leone and internationally.
